國際海洋學會是什麼機構

㈠ 國際海洋科學組織的組織機構

政府間國際海洋科學組織以聯合國系統為主。聯合國大會就國家管轄范圍以外海床利用的立法和管轄問題，與海洋科學事務有直接關系。在聯合國專門機構中，聯合國糧農組織 (FAO）、世界氣象組織、教科文組織和政府間海事協商組織(IMCO），分別就海洋漁業、海洋氣象、海洋科技培訓和規劃促進工作，以及國際航運和海上安全事項這些方面，與海洋科學事務有密切關系，其中1960年成立的政府間海洋學委員會是負責協調海洋科學活動的重要組織。在聯合國跨組織聯合小組中，也有一些有關海洋科學事務的組織，如：海洋學科學規劃聯席委員會（ICSPRO）、海洋污染科學專家組（GESAMP）、全球海洋站系統聯合促進組等。

㈢ 國際海洋科學組織的組織目的

聯合國系統以外約有五、六十個獨立的政府間國際海洋科學組織。其中多邊組織較多，大多為專門設置。組建目的多是為海洋漁業服務，也有為區域性海洋測量、區域性海洋資源開發、區域性海洋環境保護、以及其他區域性專題研究而組建的。例如：由巴西、加拿大、古巴、法國、迦納、象牙海岸、日本、南朝鮮、摩洛哥、葡萄牙、塞內加爾、南非、西班牙和美國於1966年組成的國際大西洋金槍魚資源保護委員會 (ICCAT），目的是促進大西洋金槍魚資源的研究和保護；由中國和日本於1975年組成的中日聯合漁業委員會（JCFC），目的在於促進黃海和東海漁業資源研究、交換有關資料和制定保護措施；由聯邦德國、瑞典、丹麥、挪威、法國、英國和荷蘭於1962年組成的北海水道測量委員會（NSHC），目的在於促進北海航道測量的合作，並為勘探利用北海能源制訂有關政策；由澳大利亞、法國、英國、紐西蘭、荷蘭和美國於1947年組成的南太平洋委員會（SPC），主要目的是促進南太平洋區域的海洋資源開發。

㈣ 什麼叫組織機構名稱

組織機構是指組織發展、完善到一定程度，在其內部形成的結構嚴密、相對獨立， 並彼此傳遞或轉換能量、物質和信息的系統。

起源於人類的共同勞動，隨著人類社會的發展，尤其是國家的誕生日趨完備、成熟。其任務是協調各種關系，有效地運用每個組織成員的才智，充分發揮組織系統的力量，達成團體的目標。

㈥ 中國海洋學會的組織章程

第一章 總 則
第一條 中國海洋學會（以下簡稱本學會）英文名稱：Chinese Society for Oceanography（縮寫：CSO）。本學會會徽為圓形，中間是中國海洋學會英文名稱的縮寫CSO，下面4條波紋；圓形象徵中國海洋學界的團結合作，波紋寓意海洋。
第二條 本學會是由全國海洋科技工作者與涉海單位自願組成並依法登記成立的學術性、公益性的法人社會團體，是黨和政府聯系海洋科技工作者和涉海單位的橋梁和紐帶，是國家推動海洋事業發展的重要社會力量。
第三條 本學會的宗旨是（略）
第四條 本學會的業務主管單位是中國科學技術協會；社團登記管理機關是國家民政部。本學會掛靠在國家海洋局，並接受其領導。
第五條 本學會的辦事機構學會秘書處的辦公地址：北京市復興門外大街1號，郵政編碼：100860。
第二章 業務范圍
第六條 本學會的業務活動范圍是：（略）
第三章 會 員
第七條 本學會的會員組成有：個人會員（包括普通會員、資深會員、名譽會員、學生會員、港澳台地區會員）和團體會員。
第八條 凡承認本學會章程，願意參加本學會活動，同時具備下列條件之一者，可申請加入本學會，經過一定的審批程序，即可成為本學會個人會員或團體會員。
一、個人會員
（一）普通會員
具有中級以上專業技術職務資格的海洋工作者或與本學會業務有關的科研、教育、管理、軍事和企業人員及海洋科技愛好者。
（二）資深會員
年齡在65歲以上，熱心學會工作，並具有10年以上會齡，並為我國海洋事業發展做出貢獻的研究員、教授、正研級高工和管理幹部。
（三）名譽會員
年齡在70歲以上（含70歲），擔任過本會常務理事以上，或年齡在65歲以上（含65歲）擔任過或現任學會分支機構的主任委員和副主任委員以上的會員。
（四）學生會員
高等院校海洋專業及海洋相關專業的在校生，以及有關科研院所的在讀碩士生和博士生。
（五）港澳台地區會員
長期居住在香港、澳門和台灣地區，從事海洋研究、教學和開發活動，具有相當於中級技術職稱資格以上或與海洋專業有關的人員。
二、團體會員
凡與本學會業務有關，具有一定數量涉海方面的科技人員，願意參加本學會有關的活動，支持本學會工作的科研、教學、公益服務、經營開發等企事業單位，軍事和行政管理部門以及依法成立的有關學術性社會團體。
第九條 會員入會的程序
一、個人會員
（一）普通會員
本人提交入會申請表，由學會秘書處或分支機構按規定的會員條件審批並登記。
（二）資深會員
本人提出申請，由學會秘書處初審，報常務理事會審批。
（三）名譽會員
由本學會理事會或常務理事會根據提名授予。
（四）學生會員
本人提出申請，由本學會秘書處或分支機構審批。
（五）港澳台地區會員
本人提出申請，由常務理事會審查，按規定報批備案。
二、團體會員
申請單位向本學會秘書處或分支機構提出申請，由學會秘書處審批。
以上會員證及相關證書由本學會統一制發。
第十條 會員享有的權利
一、 個人會員
（一）普通會員
1．享有本學會的選舉權、被選舉權和表決權；
2．優先參加本學會組織的學術、科普和其他活動；
3．享有對本學會工作的批評權和監督權；
4．入會自願、退會自由。
（二）資深會員
1．享有普通會員的各項權利；
2．優惠訂閱本學會的出版物。
（三）名譽會員
1．享有普通會員的各項權利；
2．優惠訂閱本學會的出版物。
（四）學生會員
1．優先參加本學會組織的學術、科普和其他活動；
2．享有對本學會工作有建議權、批評權和監督權；
3．減、免參加本會舉辦的學術交流會會議費；
4．減、免在本學會刊物上發表學術論文（合著為第一作者，且作者均為學生）的版面費；
5．入會自願、退會自由；
6．無表決權、選舉權和被選舉權。
（五）港澳台地區會員
1．優惠得到本學會的學術刊物和有關資料；
2．可應邀參加本學會舉辦的學術會議及科普活動；
3．可應邀參加本學會組織的科學考察和展覽等活動。
二、團體會員
（一）優先參加本學會組織的活動；
（二）優惠獲得本學會的信息資料；
（三）優先享受本學會提供的科技咨詢服務；
（四）可要求本學會協助舉辦培訓班。
第十一條 會員履行的義務
一、執行本學會的決議；
二、維護本學會合法權益；
三、完成本學會交辦的工作；
四、積極參加本學會的有關活動；
五、按規定繳納會費。
第十二條 本學會會員退會應書面通知本學會秘書處或分支機構，並交回會員證。
第十三條 本學會會員如有觸犯刑律或嚴重違反本章程的行為，經理事會或常務理事會表決通過，予以除名。
第四章 組織機構和負責人產生、罷免
第十四條 本學會的最高權力機構是全國會員代表大會，全國會員代表大會每5年召開一次。因特殊情況需提前或延期換屆的，須由理事會或常務理事會表決通過，報業務主管單位審查並經社團登記管理機關批准同意。但延期換屆最長不超過1年。
第十五條 全國會員代表大會原則上須有2/3以上的會員代表出席方能召開，其決議須經到會會員代表半數以上表決通過方能生效。
第十六條 全國會員代表大會的職權
一、制定本學會的工作方針和任務；
二、制定和修改章程；
三、選舉（或以通訊方式進行）和罷免理事；
四、審議理事會的工作報告和財務報告；
五、決定終止事宜；
六、決定其他重大事宜。
第十七條 理事會是全國會員代表大會的執行機構，在全國代表大會閉會期間領導本學會開展日常工作，對全國會員代表大會負責。原則上理事會每1年召開一次會議，情況特殊的，可採用通訊形式召開。理事會原則上須有2/3以上的理事出席方能召開全會，其決議須經到會理事2/3以上表決通過方能生效。
第十八條 理事會組成要體現老、中、青梯隊結構，規模一百四十人左右。理事會成員每屆更新不少於三分之一。理事會理事應在充分醞釀、民主協商基礎上，採用無記名投票選舉產生。
第十九條 理事人選條件
學術上有成就、學風正派、熱心學會工作的海洋各學科領域的科技人員；熱心和支持學會活動的涉海部門和行政、企業、軍事單位的管理人員。
第二十條 理事會的職權
一、執行全國會員代表大會的決議；
二、選舉和罷免理事長、副理事長、秘書長；
三、籌備召開全國會員代表大會；
四、向全國會員代表大會報告工作和財務狀況；
五、決定會員的吸收或除名；
六、決定設立辦事機構、工作機構、分支機構、代表機構和實體機構；
七、決定副秘書長、各機構主要負責人的聘任；
八、領導本學會各機構開展工作；
九、審定內部管理制度；
十、籌措本學會活動經費，監督經費管理使用情況；
十一、決定本學會其他重大事項。
第二十一條 本學會設立常務理事會。常務理事會由理事會選舉產生，在理事會閉會期間，行使第二十條第一、三、五、六、七、八、九、十、十一款的職權，對理事會負責。在會員代表大會閉會期間，可增補和罷免理事。
第二十二條 常務理事會原則上須有2/3以上的常務理事出席才能召開，其決議須有2/3以上到會常務理事（或代表）表決通過方能生效。常務理事會每年至少召開一次會議；情況特殊的，也可採用通訊形式議事。
第二十三條 本學會理事會採取無記名投票的方法選舉由理事長、副理事長、秘書長及常務理事若幹人組成常務理事會。
第二十四條 本學會的理事長、副理事長、秘書長必須具備下列條件:
一、堅持黨的路線、方針、政策，政治素質好；
二、在學術和社會上有較大影響的專家、學者及活動家；
三、理事長、副理事長、秘書長任職最高年齡一般不超過70歲，當秘書長為兼職時，應設專職副秘書長，協助秘書長工作；
四、身體健康，能堅持正常工作。
第二十五條 本學會理事長、副理事長、秘書長如超過最高任職年齡的，須經理事會表決通過，報業務主管單位審查並經社團登記機關批准同意後，方可任職。
第二十六條 本學會理事長、副理事長、秘書長每屆任期5年。理事長、副理事長、秘書長任期最長不得超過兩屆。因特殊情況需延長任期的，須經全國會員代表大會表決通過，報業務主管單位審查並經社團登記機關批准同意後，方可任職。
第二十七條 本學會理事長為法定代表人。如因特殊情況需由副理事長或秘書長擔任法定代表人的，應由學會理事會或常務理事會審議通過，報業務主管單位審查並經社團登記管理機關批准同意。本學會法定代表人不得兼任其他團體的法定代表人。
第二十八條 本學會理事長行使下列職權
一、召集和主持理事會（或常務理事會）；
二、檢查全國會員代表大會、理事會（或常務理事會）決議的落實情況；
三、代表本學會簽署有關重要文件。
第二十九條 本學會秘書長行使下列職權
一、主持辦事機構開展日常工作，組織實施年度工作計劃；
二、協調各辦事機構、工作機構、分支機構、代表機構、實體機構開展工作；
三、提名副秘書長以及各辦事機構、工作機構、分支機構、代表機構和實體機構主要負責人，提交理事會或常務理事會決定；
四、決定辦事機構、工作機構、代表機構和實體機構專職工作人員的聘用；
五、處理其他日常事務。
第三十條 本學會根據學術活動的需要，可設立若干分會（或專業委員會）作為理事會領導下的學術組織，按照國家有關規定，其名稱不能冠以「中國」、「中華」、「全國」等字樣；不另訂章程。其設立應先行查重，經理事會或常務理事會討論同意，報中國科協審查通過，到民政部登記。
第三十一條 根據工作需要，本學會可設立若干工作委員會。工作委員會的設立和委員會主任委員由常務理事會決定。
第三十二條 本學會設立辦事機構。學會的辦事機構在理事會與常務理事會的領導下，由秘書長或副秘書長負責日常工作。
第三十三條 對本學會有較大貢獻的學會領導及著名專家、學者，可聘請擔任本屆學會名譽理事長或顧問。由學會秘書處提名，理事會或常務理事會討論通過。
第三十四條 地方海洋學會受當地科協領導，本學會可進行業務聯系與指導。
第五章 資產管理、使用原則
第三十五條 本學會經費來源
一、會員會費；
二、社會各界捐贈；
三、政府、單位、團體、個人資助；
四、在本學會核準的業務范圍內開展活動或服務的收入；
五、利息；
六、學會基金；
七、其他合法收入。
第三十六條 本學會經費必須用於本章程規定的業務范圍和事業的發展，不得在會員中分配。
第三十七條 本學會建立嚴格的財務管理制度，保證會計資料合法、真實、准確、完整。
第三十八條 本學會配備具有專業資格的會計人員。會計不得兼任出納。會計人員必須進行會計核算，實行會計監督。會計人員調動工作或離職時，必須與接管人員辦清交接手續。
第三十九條 本學會的資產，任何單位、個人不得侵佔、私分和挪用。本學會的資產管理必須執行國家規定的財務管理制度，接受全國會員代表大會和財政部門的監督。資產來源屬於國家撥款或者社會捐贈、資助的，必須接受審計機關的監督，並將有關情況以適當方式向社會公布。
第四十條 本學會換屆或更換法定代表人之前必須接受社團登記管理機關和業務主管單位組織的財務審計。
第四十一條 本學會辦事機構專職工作人員的工資和保險、福利待遇，由國家海洋局負責。
第六章 章程的修改程序
第四十二條 對本學會章程的修改，須經理事會（或常務理事會）審議後報全國會員代表大會表決通過。
第四十三條 本學會修改的章程，須在全國會員代表大會通過後15日內，經業務主管單位審查同意，並報社團登記管理機關核准後生效。
第七章 終止程序及終止後的財產處理
第四十四條 本學會自行解散或由於分立、合並等原因需要注銷的，由理事會或常務理事會提出終止動議。
第四十五條 本學會終止動議須經全國會員代表大會表決通過，並報業務主管單位審查同意。
第四十六條 本學會終止前，須在業務主管單位及有關機關指導下成立清算組織，清理債權債務，處理善後事宜。清算期間，不開展清算以外的活動。
第四十七條 本學會經社團登記管理機關辦理注銷登記手續後即為終止。
第四十八條 本學會終止後的剩餘財產，在業務主管單位和社團登記管理機關的監督下，按照國家有關規定，用於發展與本學會宗旨相關的事業。
第八章 附 則
第四十九條 本章程已經本學會第五屆七次常務理事會討論通過，並提交本學會第六次全國會員代表大會表決通過。
第五十條 本章程的解釋權屬本學會的理事會。
第五十一條 本章程自社團登記管理機關核准之日起生效。

㈦ 中國海洋學會的業務范圍

一、開展海洋科技學術交流；組織和參加重大及重點海洋科學技術問題的研究和考察活動，促進學科發展；
二、開展民間與國際以及港、澳、台地區的海洋科技學術交流活動，促進國內、外海洋科技團體、科技工作者的交往與合作；
三、普及海洋科學技術知識，傳播科學思想、科學精神、科學方法；宣傳海洋強國戰略，增強民眾的海洋意識；
四、組織海洋科技工作者參與國家海洋政策、海洋發展戰略、海洋法規的制定和國家海洋事務的決策咨詢工作，為國家海洋行政管理提供科技支撐；
五、主辦海洋學術期刊和海洋科普期刊，編印製作本領域各學科出版物（含音像製品）；
六、對海洋科技與經濟的重大項目進行科學論證，提出對策建議；接受委託承擔海洋項目評估、科技成果鑒定和評審、技術職務資格評審、科學基金申請書的評審以及海洋標準的編審等有關任務；
七、堅持海洋科技創新，發展海洋高新技術，推進產業化；開展海洋科技服務活動，提供技術咨詢和服務，舉辦國內國際海洋展覽會，推廣海洋科學技術成果；
八、組織評選優秀海洋論著，表彰、獎勵在海洋科技活動中取得優秀成績的會員和科技工作者，推薦海洋優秀人才；
九、開展海洋科技人員的繼續教育和培訓；舉辦為會員服務的各類活動；
十、反映會員的意見和要求，維護會員的合法權益；
十一、興辦與學會宗旨相符的民辦非企業實體。
